There is still time to participate in the national implementation of the Home Health Care CAHPS Survey (HH-CAHPS), but agencies should act quickly to avoid possible negative impact to their 2012 market basket increase.

National implementation of HH-CAHPS is set for Oct. 1. Agencies that elect not to participate in the survey, and that do not receive an exemption, may see a reduction of up to 2 percent in their 2012 market basket increase. To avoid this reduction, agencies must begin continuous data collection with an approved vendor on Oct. 1. A list of vendors approved by the Centers for Medicare & Medicaid Services (CMS) is available at https://homehealthcahps.org.

To ensure agencies are prepared for the implementation, a dry run period has been established for the third quarter of this year. Agencies must participate at least one month during this period to be eligible for participation in the survey implementation. Survey results from the dry run will not be reported publicly. Deadlines for participation in the dry run vary among approved vendors, with some as early as July 1.

Agencies that had more than 60 unduplicated patients between April 1, 2009, and March 31, 2010, are encouraged to participate in the Home Health Care CAHPS Survey (HH-CAHPS). Agencies with fewer than 60 unduplicated patients may file a request for exemption by visiting the Home Health Care CAHPS Survey Website prior to June 16.

Information regarding participation in the survey will be available to the public on CMS's Home Health Compare website. Patients will be able to view how any agency performs or if they do not participate.

The sooner an agency gets started, the sooner that agency can view its results before those results are publicly reported. Getting started early will also ensure that fewer errors occur in the data submission process.
